He is a former Member of the European Parliament (1996–2009) and Finnish parliament (1987–1996). In the European parliament Seppänen was Member of the Bureau of the European United Left - Nordic Green Left and sat on the European Parliament's Committee on Budgets. He also was a substitute for the Committee on Budgetary Control and the Committee on Industry, Research and Energy. Seppänen began politics by joining the Social Democratic Youth. In 1974 he joined the Communist Party of Finland.〔(Curriculum vitae ) Accessed =22.3.2009〕 He belonged to the more Eurocommunist majority of the party (as opposed to Taistoist Neo-Stalinist minority).
